I have not checked this site for a very long time, but last time I was there, it
had the dx libs and headers for RSX

As for tutorials, one of these two sites had some very useful tutorials,
although I cannot remember which.  (It might be both, I had a feeling he was
moving site).  Once again, I have not been to it (them) for a very long time, so
no guarantees they still have the relavant stuff.
