You probably have an old version of the page in a local web cache: 
try using the refresh button on your browser.

Quoting from my announcement:

  A final release version of Allegro 3.1 is now available from the SimTel
  archives, in the directory v2tk/allegro/, filename alleg31.zip.

If it hasn't yet filtered through to your local mirror, try some other
sites (there is a big list on the Allegro pages), or get it from the
parent archives at ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/.
