Partly that, but mostly due the fact that nobody has written one yet.
Hopefully we'll have one someday in the not-so-distant future.

DJGPP has certain big advantages (maturity, extensive documentation,
large user base, and so on) that definitely helps anything based on it 
or associated with (such as rsxntdj).
