The %PATH% bit tells DOS to include the previous SET PATH statement on to
the end. On the next line, you're effectively wiping over the PATH variable
with a new setting. Change these last two lines around, or make them:

set PATH=E:\DJGPP\BIN;
set PATH=%PATH%;C:\WINDOWS;C:\WINDOWS\COMMAND;
