have you put

int allegro_init();

before you use any of the Allegro function calls? Also you want to set the
palette immediately after you loaded the bitmap.  Look at some of the
examples; I'm sure they should give you a good idea of how to start.  Read
the docs that come with Allegro; they're pretty informative and easy to
follow.
