Wow, that is a very old version of Allegro! I would suggest upgrading to
version 3.0, which you can find on http://www.talula.demon.co.uk/allegro/.

libiostr.a is part of the C++ compiler libraries, and can be found
in the lgp2811b.zip file from the djgpp distribution. Recent versions
of Allegro don't need this file, though.
