It is not a change in binutils or gcc, it is the change in the
linker script (which uses the new feature of binutils). Simply
change the

OUTPUT_FORMAT("coff-go32-exe")

to 

OUTPUT_FORMAT("coff-go32")

and you have the old behaviour.
