Please try to be more specific.  What exactly is wrong in the
installation instructions?  I'm sure that if you explain what got you
confused, it will be improved, but telling the instructions are the
worst just doesn't give enough information to make them better.

Which Windows IDE are you talking about?  If this IDE is not part of
DJGPP, how can you expect us to explain the setup with that IDE?

I suggest to ask specific questions.  What exactly doesn't work for
you in C++? what error messages do you see? etc., etc.
