Did you try reading the README.1ST?  It has instructions for building
C++ programs with DJGPP.  Note that since DJGPP isn't a windows
compiler, it doesn't "come with" a Windows IDE, although a number of
them exist.

Also, visit http://www.delorie.com/djgpp/zip-picker.html and tell it
you want C++ and RHIDE, and follow its instructions.
