Try to rebuild libpq under WIn32. I recently discovered what some headers and
sources
have #ifdef WIN32 statement in it. So, I suspect it might be possible to
rebuild libpq
(probably you should use stuff from http://www.cygnus.com/misc/gnu-win32/
instead of djgpp)
Let me know if you get some success in it.
