As Nate told you, there is a plain ASCII version (and an HTML version)
of the FAQ inside faq211b.zip, as well as the *.info Info version.

The Info files are meant to be read by the info.exe program (from the
Texinfo distribution, v2gnu/txi312b.zip).  Typing "info -f djgppfaq"
from the DOS prompt should display the FAQ.
