All of the above strongly suggests that your DJGPP environment variable 
isn't set correctly.  Please check out the possible reasons in section 
8.1 of the FAQ.

In addition, I suggest to download the latest version 3.12 of the Texinfo 
distribution, txi312b.zip.  It is better and more reliable on Windows 9X 
that version 3.9 you are using.
