Put the address of yer Handler in the appropriate InteruptVectorTable
location.
Mask the PIC accordingly to make yer IRQ active.

Sure. BUT: some of them might be important to yer operating system. Be
careful.

Yup. If you using say InteruptVector 0x71 just call it like a software
interupt..
int86(0x71,&Regs,&Regs);
