If you need to compile C++ programs, you need to download and install 
v2gnu/gpp281b.zip.  cc1plus.exe, the C++ compiler, comes with that 
archive, and evidently it is not installed on your machine.

The DJGPP FAQ list (v2/faq211b.zip from the same place you get DJGPP) 
explains in section 4.5 which files you need to download depending on 
what you intend to do with DJGPP.
