Why do you need to recompile? DJGPP programs run on Windows 95 and on
plain DOS without any changes.

Yes.

The interface with the serial port is the single most important
issue (there are several free libraries you could use for that). Once
you get that solved, everything else should be easy, assuming that the
original code doesn't use graphics and/or X-Windows features.
