In that video mode, VGA only has a 6-bit sensitivity for each colour
(ie. the only valid values are from 0-63). White is 63.63.63. It is
possible to request an 8bit DAC, but that won't work on all video cards.

Alternatively, you could use 24 or 32 bit modes, which give you 8 bits
to play with.
