It isn't.  It is just GNU software, which is the primary source of
DJGPP programs, it is free, and it presents a coherent user interface
consistent with the rest of GNU/DJGPP tools.

Is VC free software?  Was it compiled with a free compiler which makes
its sources and sources of the libraries freely available?

If not, I personally would never use it seriously, since I cannot find
and fix bugs I bump into without being at a mercy of the developer(s).
