Excuse me?  Windows 9X supplies mouse services to DOS programs that
are run from the DOS box, both full-screen and windowed.  You just use
the Windows mouse pointer as usual, and the DOS program thinks it has
a mouse driver installed.  I routinely use such programs on Windows 95
and have yet to see a single problem.

So I really don't understand what problem are you trying to solve.  I
think the problem doesn't exist.
