Eli Zaretskii recently announced the release of sed302b.zip and posted a
URL where you can obtain it.

If you missed that message, here it is again:

The above URLs refer to ftp.simtel.net, the primary SimTel mirror, but
you can obtain sed302 from any other SimTel mirror site as well, as long
as you've given it enough time to propagate.
