You can find the latest WIN95/NT version of emacs at
ftp://ftp.cs.washington.edu/pub/ntemacs/19.34/i386/
and get emacs-19.34.6-bin-i386.tar.gz (size: 5728k)
 
You can also get the latest 20.3  alpha release at
ftp://ftp.cs.washington.edu/pub/ntemacs/trial/
and get emacs-20.2.97.1-bin-i386.tar.gz (size: 8751k)

I personely use the 19.34.6 version and I am happy with it.
