I guess You have downloaded gcc source archive gcc-2.8.1.tar.gz 
from ftp.gnu.org (or one of the mirror sites). It is not a best way how 
to get it working. Download sources from DJGPP distribution as 
they are patched for DJGPP (see: http://www.delorie.com/djgpp/ )

But think whether You really want to build gcc-2.8.1 from sources.
Installing binary archives is much more simple.
