I have a Pentium II 333MHz, and notice no problem (using an ordinary
two axis, four button joystick).

I notice no problem in the demo game.  I think there is a slight
problem, though, with the way ex27 calibrates the joystick; for mine,
it's extremely sensitive to right and down movement.  Calibrating the
joystick from the Allegro setup program solves this though.

Perhaps it is something specific to the Gravis gamepad.  If you have 
a "Gamepad Pro" (whatever that is) try selecting that option from the 
Allegro setup program.
