Make doesn't use batch files, it uses configh.dos and Makefile.dos which 
come with the distribution.  The configure script won't run unaltered, as 
we all know, and if you ever tried to convince a GNU maintainer into 
making changes that are required to make the script run on DOS/Windows, 
you probably know how tricky is that.

But please feel free to take over maintaining the DJGPP port of Make, 
submitting such changes to the GNU maintainer, etc.  I will happily 
relinquish my responsibility.
