Do you have the make utility installed? It is in zip file mak376d.zip 
I believe, (the numbers are the version number). You could also try 
posting the output of the set command, and the listing of the 
djgpp\manifest directory. This might help use solve your problem. 
(I just installed allegro myself two days ago on a fairly minimal 
system, so we can swop notes if necessary).
