Yes, but there should be no problem to augment them to DJGPP:

      #define _PATH_DEFPATH   "c:/djgpp/bin;c:/dos;c:/windows;/usr/bin;/bin"
      #define _PATH_CONSOLE   "/dev/tty"
      #define _PATH_DEVDB     "c:/djgpp/var/run/dev.db"
      #define _PATH_LOCALE    "c:/djgpp/share/locale"

(Actually, the 3rd one can be eliminated, since no package uses it).

Of course they are different. The DJGPP variant should be different,
along the above lines.

And of course, if a user wants these to be correct rather than
generic, they can always edit the file per the installation.

I looked at all of them, they don't seem to present any special
problems.
