The libraries aren't the problem.  Emacs relies on standard Unix programs 
for its network-related code, but DOS/Windows lack these programs.  For 
example, sending email requires a program called `sendmail' which isn't 
there on DOS/Windows.

If you can find ports/clones for these programs, many features will work.
