IMHO, IIS isn't usual server, it's just a peace of ... (Sorry, censored
by Eli ;-)

You may try RSXNTDJ, works just fine for me to building Win32 text-mode
applications.
I would advise against forgeting DJGPP  (this means you forget about gcc
in general).
Instead of it I advise you to forget IIS ;-) Why just not using Apache
port for NT ?
You see, I'm developing and testing the major part of my projects under
DJGPP (if possible)
after that I do copy from NT-box to Linux-box and just rebuild my CGI
code with absolutely no problem !
