As far as I know, nobody has made such a cross compiler.  You'd have to
compile it yourself, and as I understand, it's a non-trivial task.  I
believe to start, one must get Bash, and the sources to GCC and the
binutils, and try `configure --target=whatever', and then deal with the
problems that arise.  It might be even more difficult with 2.8.1, where
DJGPP is not supported in the standard GNU distribution.
