It seems like you are lying to DJGPP about the directory it is installed 
in.  If the above setting of the DJGPP environment variable is correct, 
then gcc.exe should live in c:\djgpp\bin, not in c:\temp\djgpp2.

Please make DJGPP refer to the actual pathname of DJGPP.ENV, and see if 
that helps.
