Subject:	ANNOUNCE: New home for libc patch site

I am now hosting the libc patch site originated by Tom Demmer.  This
contains patches to bugs found in DJGPP libc v2.01, as well as
precompiled libraries with the patches applied.

It is now accessible via HTTP, and HTTP only.  Sorry, my ISP has no
anonymous FTP server I can use.  I apologize for any inconvenience this
may cause.  If there is somebody else who can make them FTP'able, that
would be appreciated.  (Actually, if somebody else wants to maintain it,
that would be fine too ;-)

This contains information on what files to get, how to install, and how
to submit new patches.
