I'm giving a quick & dirty answer to this question because:
1. It REALL is off topic for this Newsgroup.
2. My Javascript & HTML books are at my office, so I can't give you all the
correct technical info. 
However, this answer will point you in the right direction, & if you put a
little work into figuring it out, you'll never forget how to make it work.
Anyway, here we go: 

When you define your frames, name them.
<... name='upper'>
<... name='lower'>

On the same HTML page as your form, write a javascript (JS) function that will
submit() the form from a JS button. Somehow in that function you should code a
target='lower' (or something that looks like it). 

You're all set. The JS function will kick off your CGI, & when DB2 sends back
your rows, it'll hit the bottom frame. Really :-)
