I coordinate the work, but I don't *do* most of it, there's just too
much.  I did a lot of the original work - you try writing 500 pages of
documentation all at once!

DJGPP was built by a large team of volunteers, and nothing got done
unless someone - like you - did it.

Are you volunteering?  If you can write better documentation than what
exists, or find someone who can, you can contribute to DJGPP and make
it better.  If you do nothing, nothing will happen.  It's as simple as
that.

Of course, if you're willing to *pay* for better documentation, I'm
sure I can find a professional tech writer you can hire.
