The last pgcc release pre-dates gcc 2.8.x so was packaged to install over a
gcc 2.7 environment.
But, I think you should just be able to unzip pgcc and it will still work on
top of gcc 2.8.  It won't overwrite all the files, so you will have some
wasted disk space.  Maybe another user could respond and give you a
definitive answer.
