The source is very large, and requires an even larger source file (the 
GNU regexp library) to build.  It's too much to send.

But why do you need the source?  There's a compiled binary etags.exe in
the Emacs distribution v2gnu/em1934b.zip.  It was compiled with DJGPP,
so it supports long command lines.
