There was a thread here not a long ago about a similar problem.  IIRC
the conclusion was that RCS should be built so that it doesn't attempt
to remove the file before renaming/moving it, since DJGPP does that 
itself if needed (and in that case it wasn't needed).

You should be able to find that thread by looking in the mail archives 
for "RCS" or some such.
