Huh?  Can you please tell what evidence do you have to support that
claim?  I'm using DJGPP on Windows all the time, and I haven't seen
anything different, neither in the way Ctrl-C generates SIGINT in
DJGPP programs, nor how DJGPP's `signal' function and its ilk work on
Windows.  Please elaborate.
