I have all the .zips and I have changed autoexec.bat.

Rhide works fine , so does a simple "hello world" c program.

Ok, every thing seems ok. 
Now I go to the allegro directory (c:\djgpp\allegro) and type make
and press enter. I always get the error below.

"Missing djgpp package! You need to install gcc2721b.zip (or whatever the
latest version is). Download this from wherever you got djgpp, and unzip
it into the root of your djgpp directory."

I got gcc280b.zip, and unzipped it into djgpp directory but I got the
same error.
