Does this happen with the Allegro test programs, or just your code?

Which Allegro sound driver are you using? I'm assuming that it is
detecting your card as an SB-Pro, but try manually selecting the SB 2.0
or SB 1.0 drivers instead...

Yes, assuming that it can find the config file (ie. that it is in the
same directory as your program, or the location pointed to by the
ALLEGRO environment variable).
