Photoshop, Paintshop Pro, DPaint, Neopaint... you can use anything you
like, and there are millions of good art packages around!

If you are looking for something a bit more specialised, there are
several relevant links on the Allegro website.

What do you mean? It doesn't need to support every version of the
library: it can load and save Allegro datafiles, and that seems to work
just fine for me...
