It sure does. 
I encountered the same error.  If you go into the include/st  or include/mt
directory under your rsxntdj directory, you will find the file libc_app.a. 
Copy all the files in the directory  to one of the directories found in the
SPECS file and you shouldn't have any more problems.  I just copied them into
include/Win32.
