How are you setting the path?  I use

export PATH="$PATH;~/bin"

in _profile to add $HOME/bin and it works fine.  Setting $HOME has to be done
before bash starts.  I am running it in a DOS box under Windows 95 and have a
batch file that is run by Windows before it starts bash that sets HOME and a few
other environment variables that apply to all my DOS boxes (ie. projects).
