Hmmm... let me see if I understand, you want a developement enviroment (called 
IDE normally) to create console (not windows) applications?
Well with this interpretetion I'll suggest you: (don't pay attention to order)

RHIDE: Borland's like IDE for djgpp, ideal for people with DOS background to 
create DOS programs. Was specially designed for djgpp.

DFE: A W95 IDE, it doesn't provide a good editor and other important features, 
but is a native Windows application and some people really like it. Was specially 
designed for djgpp.

PFE: Another windows IDE, that's a generic IDE for any compiler. I never tested 
it so I can't tell you much.

Emacs: "The big thing", perhaps a good choice if you have tons of hours to 
learn it and you don't need a simple user interface. I think you can do 
anything with Emacs because (like AutoCAD) that's a "specific Lisp" 
interpreter, so you can program the behavior.

As you can see there are various choices.
