I think XSpred it's THE best sprite editor I have ever used.  It's FREEWARE 
and has lots of features (unfortunately, it only supports Allegro v2.0 datafiles - 
don't know if a newer ver. is avail. or not).  
You can download it from somewhere in Allegro's page (in one of the sections - 
just look around).
