Here's your problem, right there.  DJGPP.ENV should reside in C:\DJGPP, 
not in C:\DJGPP\BIN.

If you unzipped the distribution with pkunzip -d, then that would have 
been so automatically.  The DJGPP zip files have a certain directory 
structure which you should preserve when unzipping.  Otherwise, things 
will break.

You need to reboot your system after you edit AUTOEXEC.BAT.  Did you do 
that?
