This 'djgpp.env' file resides in the /djgpp directory when correctly
installed, not in /djgpp/bin.
It seems to me you did an unzip from djdev201.zip from within /djgpp/bin
while that file (like all djgpp distribution files) contains paths
relative to /djgpp .
