You can get a binary distribution from the Allegro site (I think it's
in the "utils" section, but don't quote me on that), but you'll
probably have problems using it if it won't compile under DJGPP.

Question: have you set PATH to include your DJGPP directory?  The
first time I tried to compile Allegro, I hadn't, and make kept
complaining about missing files.  I ended up copying most of
/djgpp/bin into /allegro - I was silly back then.  (Fortunately - I
think - , an attempt to install Linux ended up wiping out my hard
drive and let me start with a clean slate.)

Good luck!  Allegro kicks more ass than you could imagine.
