Its worse than you think.  The zip picker has a section where you pick which
IDE you want to use.

Which IDE(s) would you like?
   RHIDE, similar to Borland's IDE, including a built-in editor and
debugger.
   Emacs, a very powerful and hard to learn text editor with lots of
built-in functions (available for Unix and NT also).
   Emacs, but without all the extra functionality that I'll probably never
use (saves 4.1Mb).
