I know about Cygnus gnu-win32, but it is still in beta.
You can get more information about that compiler and
its several flavours at one of the following (some URLs

I haven't heard of DJGPP for windows (although looking forward to it).
There is the RSXNTDJ (or rsxdj???.zip or similar) package under v2tk
in DJGPP distribution, which lets you make windows apps with DJGPP.
