This means that a target has a time stamp that lies in
the future, hence it should not exist (yet ;-)
This can happen if you screw up time zones or such. 
Try a 
touch ../lib/libdec.a 
to reset the time stamp to now, or, if that doesn't help,
move libdec.a to another place and try rebuild it. 

This once happened to me when I complied a Linux kernel, 
found out in the meantime that the system clock was some
hours ahead, reset the time and recompiled the kernel again.
