Besides Allegro, there is also PTC (Prometheus TrueColor) by
Gaffer/xtatic which is an 8/16/32 bit system for use under DOS and
Win32(!?) platforms. It's more low-level than Allegro and doesn't have
any of the miscellaneous game-programming functionality like joystick
handling and music.
